Caitlyn is an experienced municipal and land use attorney who has counseled Illinois local governments on a wide range of topics, including sophisticated governance and real estate entitlement matters.  She has extensive experience negotiating complex legislation, zoning and development approvals, and intergovernmental and professional service agreements. Caitlyn also works regularly with developers and property owners on municipal entitlements and approvals for complex real estate development projects. Caitlyn has broad litigation experience, including appellate practice, and previously served as a Judicial Law Clerk in the Circuit Court of Cook County, Chancery Division.

 

Kelley is an executive and legal professional with public and private sector experience in traditional legal practice and in municipal management.  She previously served as Assistant Chicago Corporation Counsel (including as Supervising Attorney in the Municipal Prosecutions Division), as Executive Director of Chicago Animal Care and Control, as Evanston Corporation Counsel, and as Deputy and Interim City Manager for the City of Evanston. She has broad experience in litigation, crisis management, and in all aspects of municipal governance, including operations, human resources (union and non-union), zoning, land use and development, and financial and economic development matters.
